When you are not a quitter!

No recognition for 3+ years, always on meet expectations rating. Manager a tactful fellow so no ever discussed what more he expects from me, the scheduled 1-on-1s are just placeholders where the manager provides very subjective response on how make it more impactful and how to increase responsibility. Lots of biases in recognition like tenure, close confidant first, etc. HRBPs a crafty partner with manager so no discussion on that front will yield anything! Bad part is I am still enjoying on what I am delivering on or what is upcoming [No I am not at in my comfort zone, but a constant performer]. I think I am loosing my confidence to even try for another job. Ah! sob story but nevertheless my story.
