CTC - Love it or hate it?

In Indian corporates, why is it that professionals have to get married to their CTC for any future compensation discussion? Like in the US- Why can't it be based on market standards and a candidate's merit and experience? We all have some bad salary negotiations that haunt us like ghosts.
